A Quick Constitution Quiz . . . for Quislings?

We all should know that the Constitution – often referred to as, The Owners’ Manual” – and especially its first ten amendments (the Bill of Rights for my “Progressive” friends) protect the individual from government excess. Some read the plain language askew, irrespective of an historical record that leaves no doubt of our Founders’ intent.

 
Can anyone tell me which doubter describes the Constitution as,  “a charter of negative liberties. It says what the states can’t do to you. [It] says what the federal government can’t do to you but doesn’t say what the federal government or state government must do on your behalf.”
